I vote for Incscape
You can do the same kind of things, creating a slim svg format
For me learning incsape (took me a few hours) was much faster and straightforward then learning Photoimpact (which is even more easy to use then Photoshop)
The only thing which is difficult in incscape is the creation of the stripes inside.
But here you can use any bitmap type of image or you could create a path. However I yet do not know all those powerfull path functions.
However every layer can be made transparent, even the bitmaps
The example here is similar to the one in the tutorial, except the shapes inside. Without those stripes it takes 5 working steps
