hmm did you download this one- Nokia E-series Original Icon Set_moncc - Forums ?

Try this:
go to Resources> Icons, right click select 'take content from' and chose 'adjust list'. then add and locate the .tdf and press ok. Then right click on 'Icons' again, select 'take content from' and this time chose 'theme list' and select your tdf. It should load the icons to your theme then.
