I don't know about consumer laws there Jeannie, but here , even if something is out of it's 1 year warranty, it still has to be 'fit for purpose' , and conking out after 18 months etc isn't , depending on the item of course , but if it's something that should last years.

A while since I used that(or similar) program , but I would guess you would use a water/wave brush.

The size of the image in pixels doesn't make much if any difference to the file size.

Maybe if you post your file we can see where you can make changes :)

Complex shapes are bigger than simple shapes.
Curves are bigger than straight lines.
Gradients are bigger than solid colour.
Using 'Effects' can make it bigger.
Embedding raster images can make it bigger.

Look at your icon the actual size it is going to be on the phone (very small) , is a lot of the detail not even visible? then remove it or simplify it.
Sometimes just making it a different way can shrink the filesize.
